How do the 17 buttons and the Key Slider work?
Corsair lists 17 programmable buttons, and 12 of them sit on the side, on a panel Corsair calls the Key Slider. Corsair says the slider lets you reposition those side buttons to fit your hand and grip, and pitches the 12 as instant access to custom macros and button remaps for MMOs and MOBAs. A programmable button can send a key, a shortcut or a macro in place of its usual click.

What do the Scimitar RGB Elite's sensor figures mean?
Corsair lists a custom PixArt PMW3391 optical sensor with a top setting of 18,000 DPI, adjustable in 1 DPI steps. DPI sets how far the cursor travels for each inch the mouse moves, so steps that small let you set your sensitivity very finely.
Corsair lists the report rate as selectable, with 125Hz the lowest setting. Report rate, which you'll also see called polling rate, is how many times a second the mouse tells your computer where it is, so 125Hz means 125 reports a second. Corsair also points to the Surface Calibration Utility in iCUE, which it says tunes the mouse's precision and responsiveness to whatever surface you place it on. Corsair's Scimitar RGB Elite product page and product information page don't list silent clicks, tilt or horizontal scrolling, or a free-spin scroll wheel. Nor do they list a minimum DPI, a maximum tracking speed, a maximum acceleration or a lift-off distance.
